Job Summary
|
Under the general supervision of the Executive Director, to manage and direct the financial affairs of a large delegate agency Head Start/State Preschool Program by establishing overall program accounting, budgeting and financial reporting policies and procedures. Duties and responsibilities include, but is not limited to the following: directs, participates in the development and evaluation of financial control programs and procedures; compares financial performance of operations with operating plans and standards; reports and interprets financial results from operations; reports significant trends and variations for program enhancement and efficiency; initiates and directs cost studies and comparative analysis of alternative operating strategies; reviews and approves budgets, financial statements, and other required reports; directs staff as necessary to assure completion of projects and proper functioning of financial operations; attends training and meetings, as required; and performs other duties that may be assigned by the Executive Director. This is an exempt position.

Requirements
|
- Bachelor’s degree in finance, accounting, business or related field with accounting concentration; Certified Public Accountant (CPA) credential a plus;
- Minimum of five to seven years of progressive more responsible financial management experience, Head Start background and prior supervisory experience preferable;
- Knowledge of fundamental concepts, practices and procedures peculiar to accounting, financial analysis and budgetary processes;
- Knowledge of federal, state, and local regulations;
- Knowledge of organizational management, staff supervision and training;
- Ability to interpret, apply and explain complex information such as laws, regulations and policies;
- Knowledge of PC applications and specified software;
- Ability to communicate orally and in writing with large and small groups;
- Ability to represent the agency in a professional capacity;
- Skill in collecting, assembling and analyzing data, preparing complex reports and monitoring progress; and
- Skill in working with others in a wide variety of situations.
